2It is filed as a stub rather than as documents because it is a CENSUS, not a text: it holds 296 Coptic characters in the whole file (against 248,939 in the Texts export), and a catalogue row per manuscript would say nothing a search over the texts does not already say. Read it with csv.reader(open(..., newline="")) — bare CR line endings.
